If you're right there, surely one could also suggest that having the money to purchase one's own foosball table (and a house big enough to hold it) can help buy you skill.
It's hard to get more than a couple hours of practice each week without having your own table, right?

Money can buy you time and the equipement to improve your skills, talent you are born with but the main requirements are as you rightly say Passion, Commitment and Ambition.
