Not with the BFA. We've never done it before, and you don't have any policy for it.

Actually Joe, the constitution states that
4.3.3 Members on the Full Membership list automatically have the rights to:
a. vote at any General Meeting (or register a vote by proxy if unable to attend);

That vote by proxy means someone present voting on your behalf... and not placing a vote in advance.

I'm still not sure that counts as proper policy.

FYI about 50 people who have a BFA ITSF licence, which are no longer with the community and the committee doesn't have contact details for, have given me their proxy vote :wink:

Meeting Opened

Membership: Stephen Lyall outlines the purpose of the membership scheme.

Motion 1 - Constitution - replace existing section 4 (BFA Membership and Benefits) with the following:

4. BFA Membership and Members
4.1 Membership Categories
4.1.1 There shall be three categories of Members:
a. Basic Membership: category for persons:
i who were previously full members but whose membership has since expired
ii persons who have entered an event but who have not taken out Full Membership
iii members of a registered BFA club whose membership fees have not been paid
b. Full Membership: category for persons who have subscribed to or qualified for Full Membership - Full membership is granted to:
i Individual members who have completed the membership form (online or at a tournament) and paid the individual membership fee
ii members of a registered BFA club in respect of whom membership fees have been paid
c. Corporate Membership: category for companies or other such organisations that are ineligible to subscribe to the Full or Club Membership list.
d. The Executive Committee will develop and maintain a Policy Document detailing requirements and fees for each of the categories of Member.
4.2 Maximum Membership Fees
4.2.1 Maximum Membership Fees for each of the categories of Member will be discussed and set at every AGM. A two thirds majority of eligible votes is required to change the fee levels from that of the prior year.
4.3 Benefits
4.3.1 Basic Members are entitled to
a. attend all General Meetings of the BFA
b. compete in local and regional events
c. receive an official BFA ranking
4.3.2 Members who are neither UK citizens nor domiciled in the UK are ineligible to vote at a General Meeting unless attending in person.
4.3.3 Full Members have the right to:
a. vote at any General Meeting (or register a vote by proxy if unable to attend); and
b. compete in all BFA sanctioned events (subject to eligibility) including National Tournaments and Official Leagues
c. an ITSF player licence
d. represent Team GB in international competition
4.3.4 The BFA will endeavour to negotiate further benefits for members, although these cannot be guaranteed
Motion 1 – Carried nem con

Motion 2 - Set Membership fee levels as follows
Basic - Free
Individual Full Member - £10 for 12x months (expiry at end of month before membership taken out),
Concessions - £5 for novices, juniors or unranked
Full Member via Club - £5 to expire 31st October 2014 - members joining after 1st April get up to 18 months expiring 31st October the following year
Concessions - Novices & Juniors free, unranked free for first year or season
Motion 2 – Carried nem con

Motion 3 - Cancel Existing Scheme
Full membership for all players who qualified for full membership via the previous rules is cancelled
(a) Tournament players - from 1st April 2013
(b) Registered League Players - from 31st October 2013 (for league championships only)
Motion 3 – Carried nem con

Time to implement the scheme: 2-3 weeks from today (to be in place before Isha tournament)
