I don't think there's a way around it unless you're willing to screw up the rest of the draw. But it's not too bad having to play someone you've already beaten if you make the match berliner format. The two semi finals are each a winner against a loser but from different sides of the draw so they wont have played each other yet (so I am told). Very interesting idea! There's currently no charge for refs at UK tournaments and they're still hardly ever called.

I'd prefer a reffing structure where each player pays a small amount (eg £2) at the start of the tournament, to cover all reffing throughout. Assuming you mean 5-to-3 passes and set shots on the 3, 0% is often good enough
